Put printing the automatic initialization message to the main CMakeLists.txt file, as this is more logical

DUSE_AUTOMATIC_INITIALIZATION message is printed for tasks_cpp and mtapit_cpp. Remove for tasks_cpp.

Base type constructor of Atomic<BaseType*> template specialization now has the "explicit" specifier.

Fixed the buggy implementation of the id pool (did give out fewer elements as capacity, with repeated operations capacity was further reduced).

The comparison of absolute times was done in a wrong way such that
unsigned int overflows occured in the windows implementation when
the time to wait for had been passed already. A very big time to
wait for resulted, i.e., a deadlock.

Fixed doxygen warning, "." was ignored. Verified, that image is still contained correctly in build documentation.
